This new work provides a unique view of how the NTC continues to serve as an engine of change for Army collective training, preserving core competencies while guiding new initiatives in tactical doctrine.

Maj. Gen. Adolfo Dominguez Martinez, Commander of National Training Center, Secretary of National Defense Secretariat of Mexico (SEDENA) presents a gift on behalf of his government and military to Kirby Brown, Deputy to the Commanding General, Combined Arms Center, following a day of discussions and briefings focused on leader development, education and training. Lt Col Glenn Mosher, who served as translator for the visit, stands by to provide assistance. The Mar 11 visit allowed the Mexican contingent to gain an appreciation of the process of doctrine development combined with lessons learned to assist in the education continuum focused on future leaders.

Members of the Kansas Agriculture and Rural Leadership program visited Fort Leavenworth and the Command and General Staff College Feb. 13 to learn about the Fort's impact and Army efforts to promote agriculture in Afghanistan. The visitors heard about the Fort's missions and units and had an opportunity to talk with the Deputy to the Commanding General. The program is a two-year course offering intensive study, training and travel for future leaders in agriculture and rural communities. It is headquartered at Kansas State University in Manhattan.

The Performance Evaluation Guide supports the roll-out of the new OER. The guide is intended to assist the ratee, rater and senior rater in developing performance objectives, performing periodic performance counseling and completing the new OER. The Guide is a concise description of different performance levels of Army leadership competencies and attributes. The guide provides pointers about how to prepare to observe a subordinate's performance and provides examples of what each of the ten competencies and thirteen attributes look like as well as example performance behaviors related to leadership competencies and attributes.
