CI Reportable Incidents and Reporting Guidelines

Reportable Incidents, per AR 381-12

Chapter 3 of AR 381-12, Reporting Requirements, outlines incidents and indicators of CI interest, and directs all DA personnel to report the incidents described to Army Counterintelligence. Reportable threat-related incidents and indicators include:

•Attempts to obtain or acquire unauthorized access to information concerning DOD facilities, activities, personnel, technology, or material
•Indicators that DA personnel are engaging in, or have engaged in, actual or attempted acts of treason, spying, or espionage
•Indicators that DA personnel are associated with or have connections to known or suspected terrorists, or are providing financial or other material support to an international terrorist organization
•Any known or suspected incident of unauthorized disclosure of classified information
•Known or suspected intrusions by a foreign entity into classified or unclassified information systems
•Indicators of foreign influence or connections, disregard for security practices, unusual work behavior, uncharacteristic financial matters, uncharacteristic foreign travel, undue interest, and other behavior indicators of espionage
•Additional matters of CI interest as outlined in 3-3 of AR 381-12.

 

Reporting & Response Guidelines

Report any known, suspected, or perceived acts of espionage or terrorism to Kansas City Resident Agency at 913-684-7878, or reporting through 1-800-CALL-SPY or  iSALUTE.

•Limit knowledge of a threat-related incident to persons who have a need to know
•When reporting an incident, include as much detail as possible to include the who, what, when, where, why, and how of the incident.
•Fabricated reports and attempts to obstruct efforts to report a threat-related incident are subject to disciplinary or administrative action
