Purpose of COIN Leader Workshop

FM 3-24.2 Tactics in COIN
Counterinsugency Leaders' Workshop
FM 3-24 Counterinsurgency

The COIN Center will be conducting a COIN Leaders workshop from 27 - 29 Oct. Rather than focusing on the basics of COIN, we will be offering participants some cutting edge thoughts on what is going on around the world with regard to COIN and COIN technology. This conference will support the President's main effort namely the fight in South West Asia. This conference will focus on COIN in the Afghan/Pakistan border region.

The guest speakers are:

  • GEN James Mattis, CG US Joint Forces Command, co-founder of US
Army/Marine Corps COIN Center.  Will provide remarks and accept questions    from participants.
  • Trudy Rubin from the Philadelphia Enquirer, who will discuss her tour of the
Afghan Pakistan border this past spring at the height of the Pakistani Army's
       offensive.
  • Dr Julian Schoffield, from Concordia University in Montreal -- will discuss the
       "Pakistani Army."
  • Dr. Anton Minkov and Dr. Gregory Smolynec from the Canadian Forces
Expeditionary Command, will discuss what the USSR did in Afghanistan with
regards to COIN and nation building with an emphasis on how the Soviets
       handled the border issue.
  • Maj Ali Iqbar of the Pakistani army who acted as the Operations Officer of the
315th Bde in the Swat. He will discuss Pakistan's approach to COIN in the
       SWAT and NWFP.
  • Mr. Thomas Wilhelm, Director of the Foreign Military Studies Office, will discuss
"The Security Architecture and COIN in Pakistan's Tribal Belt".
  • Dr. Chris Schnaubelt, NATO Defense College, Rome, will discuss his analysis of
the US AFPAK strategy and implications for NATO.
  • SGM Rob Haemmerle (USA) will discuss current biometric efforts and application
       in Afghanistan.

The format will be split between COIN/lessons learned (from OIF and OEF), the latest developments in COIN training and simulation (The Simulation and Training Centre will be demonstrating their Urban Sim COIN trainer) and Biometrics in the COIN fight.

Then, SME's will give their thoughts on Afghanistan/Pakistan and what is going on along the border. This will be followed by the speakers participating in a panel answering questions on COIN in the context of Afghanistan and Pakistan.

We attract officers from all over the world as well as leaders from other government departments. Highlighting the Border Region of Pakistan/Afghanistan and what is going on there with regards to COIN is essential to the fight in Afghanistan.
