Definition/Scope: Actions executed to mislead foreign decisionmakers, causing them to derive and accept desired appreciation of military capabilities, intentions, operations, or other activities that evoke foreign actions that contribute to the originator's objectives. (2) Those measures designed to mislead the enemy by manipulation, distortion, or falsification of evidence to induce him to react in a manner prejudicial to his interests.
