city assessment team concept

Definition/Scope: Concept developed by the Civil Military Operations Center (CMOC) during operations in Haiti (Uphold Democracy, Support Democracy),which resulted from a requirement to conduct assessments of populated areas. Areas covered by the assessment were: agriculture, drainage, erosion control, fire fighting, garbage removal, human waste removal, landfills, market places, power stations, road status, schools, street cleaning, and water.
