Tactical Conflict Assessment Framework

Definition/Scope: Tactical Conflict Assessment Framework (TCAF) is a standardized tool used to identify possible causes of instability/conflict (IN/CON) within an AO. It also provides guidance to diminish the causes and as a way to measure, the programs affect the HN. The main purposes with TCAF is: to see the IN/CON environment through culturally sensitive and consistent data collection; understand how to change the environment by identifying and targeting the causes of IN/CON; act by implementing programs that diminish the causes of IN/CON; measure the effectiveness of the programming. This information can help identify, prioritize, monitor, evaluate, and adjust civil-military programming targeted at diminishing the causes of instability or conflict in that area. The TCAF has four major components: identifying causes of instability / conflict; the local context; gathering information and designing effective programming. The TCAF is being utilized as a key element to design appropriate programs in unstable environments.
