Definition/Scope: (ADRP 7-0) Assessment refers to the leader?s judgment of the organization?s ability to perform its METLs and, ultimately, its ability to accomplish its mission. Evaluation refers to the process used to measure the demonstrated ability of individuals and units to accomplish specified training objectives and achieve task proficiency. Leaders continuously monitor the unit?s METL proficiency and the progress of the UTP. FM 7-0 has been rescinded by the ADP, ADRP, and ATTP 7-0 series of publications. (FM 7-0) 1. A continuous process that measures the overall effectiveness of employing joint force capabilities during military operations. 2. Determination of the progress toward accomplishing a task, creating an effect, or achieving and objective. 3. Analysis of the security, effectiveness, and potential of an existing or planned intelligence activity. 4. Judgment of the motives, qualifications, and characteristics of present or prospective employees or “agents.” (JP 3-0) (Army) 1. The continuous monitoring and evaluation of the current situation, particularly the enemy, and progress of an operation. (FM 3-0) 2. In the training context, the leader’s judgment of the organization’s ability to perform its mission-essential tasks and, ultimately, its ability to accomplish its doctrinal or directed mission.
