Measure Of Effectiveness

Definition/Scope: (JP 3-0) A method of evaluating the effectiveness to judge progress toward desired conditions. MOE is a criterion used to assess changes in system behavior, capability, or operational environment that is tied to measuring the attainment of an end state, achievement of an objective, or creation of an effect. MOEs help to determine changes in the situation, both positive or negative. An MOE will usually be qualitative versus a measure of performance, MOP, which will normally be qualitative (numbers).
