Critical Infrastructure and Key Resources
Definition/Scope: CIKR includes assets, systems, and networks, whether physical or virtual, so vital that their failure or destruction would have a debilitating impact on security, continuity of government, continuity of operations, public health and safety, public confidence, or any combination of these effects. Protection includes actions to mitigate the overall risk to CIKR assets, systems, networks, functions, or their interconnecting links resulting from exposure, injury, destruction, incapacitation, or exploitation. In the context of the NIPP, this includes actions to deter the threat, mitigate vulnerabilities, or minimize consequences associated with a terrorist attack or other incident. Also known as HSPD-7.
