Combined Operating Area

Definition/Scope: A combined operating area will exist when both Iraqi Army and MNF-I ground forces are conducting combined tactical operations within the same area of operations. In such circumstances, the coalition reserves the right of Lead Command status. COAs will generally be established on a temporary basis in order to resolve an internal security crisis. COAs will be determined by agreed boundaries and limited by time and function. To allow access and egress of Coalitation Forces to a COA, combined routes will be established to deconflict road movement. COA is temporary battle space in which all operations will be coordinated between the requesting unit and the battle space owner. Both the original battle space owner and the requesting unit will participate in the operations.
