Operations Other Than War

Definition/Scope: OOTW is a concept that refers to the use of military capabilities acroos a range of operations that is short of declared war. Such operations normally have very strict rules of engagement and will include purposes such as humanitarian assistance, disaster relief, supporting the United Nations and protecting national interests.
