  LTC Yingling, author of "A Failure in Generalship" addressed both ILE classes on April 2 to discuss what he believes are the most important tasks for field grade officers -- anticipating events and empowering subordinates to act wisely and boldly on the decentralized battlefields of the 21st century.

His presentation highlighted the factors shaping today's global security environment:  proliferation of WMD, radicalized terrorism, globalization and the U.S. economic downturn, as well as historical examples of the military's failure to adapt to irregular warfare.
He concluded with what he sees as keys to moving forward -- that political intervention is necessary for reform, senior leader development is the most urgently needed reform, and taking action to build adaptive leaders is a key requirement.
