  Guest Speaker: Ambassador John Herbst

CGSC hosted Ambassador John E. Herbst, the State Department’s Coordinator for Reconstruction and Stabilization, Sept. 8, as part of the guest speaker program. Ambassador Herbst led the 2007 effort to institutionalize the Interagency Management System (IMS), a whole-of-government system for planning and managing crisis response. He was the U.S. Ambassador to the Ukraine during the Orange Revolution and U.S. Ambassador to Uzbekistan in the early days of Operation Enduring Freedom, helping to arrange base access in support of our operations in Afghanistan.
       
 
  The theme of the Ambassador’s talk was the problem of failed states and ungoverned spaces. He spoke about the U.S. response to this problem by the creation and continued growth of his organization, the Office of Reconstruction and Stabilization, and related European and other national approaches to tackling failed states. Ambassador Herbst spoke briefly about the concept of the government-wide interagency management system for reconstruction and stabilization operations and how it links together U.S. civilian and military planning and actions. He also discussed the Civilian Response Corps, its organization, functions, and growth. Finally, the Ambassador stressed that as we tackle failed states and reconstruction, alone or in concert with others, we must have very clearly stated goals, not be overly ambitious in our efforts, and seek political support at home and abroad. Ambassador Herbst's presentation reinforced the students' morning lesson on U.S. interagency capabilities and considerations.
